Image to PDF Converter is a simple application that lets you create a compact PDF document with any number of image files that you may have stored in your computer. The process is simple and straightforward, and the resulting PDF files are of a high-quality (subject to the quality of the source images). Besides, you can also use this tool to convert your images from one of the supported formats to another.

This application seems to have borrowed its interface from OXPDF’s flagship PDF creation tool – OX PDF Creator. Apparently, this is the interface that you will get whenever you download any of the various “X to PDF Converter” trial programs available from the site, though each of them will be internally adapted to especifically support the type of document that will be converted into PDF. In our case, this refers to a JPEG, PNG, GIF, TIFF, or BMP image file, or a bunch of them. Though PDF has been set as the default output format, you are free to change it when prompted for one of the image file formats supported by the program. Thus, Image to PDF Converter can also be used as an Image to Image Converter.

Whatever changes need to be made regarding the orientation of the images, the number of images per page, etc., needs to be done at the printer level (a virtual PDF printer, in this case), as the program itself does not cover this level of customization. However, you will be allowed to define certain parameters and settings at the document level, the image file format level, and some specific to the PDF file, including some quality settings, and the possibility of password-protect the resulting PDF.

I cannot say that this tool will fulfil all your PDF file creation needs, but it will do what it says it does efficiently and without giving you too much trouble.
